By building inclusive ​pathways to education, employment, and essential services, we strive to eliminate systemic barriers and ​promote equity and inclusion in all aspects of society. AOE International envisions a future where all people ​can contribute to and benefit from sustainable economic and social development.

Our Founder

Dr. Tamara Nall is a dedicated community advocate and visionary leader who embodies the principle, “To whom much is given, much is required.” Dr. Nall proudly serves as the Executive Director of AOE International, Inc., a nonprofit organization she founded in 2023 to formalize decades of service and charitable giving. Under her leadership, AOE International empowers underserved communities through innovative programs that address housing, food, healthcare, and workforce development across Alabama, Georgia, Virginia, Maryland, Washington, DC, and Illinois. The organization has supported numerous community-based efforts both domestically and internationally.

Dr. Nall has a notable history of civic engagement, including serving on President Obama’s Renewable Energy and Energy Efficiency Advisory Committee. Before founding her company, she was a Senior Associate at Booz & Company, leading projects across sectors to foster corporate growth and social impact.

Her academic credentials include an MBA from Harvard Business School, a Doctorate in Engineering from George Washington University, a BS in Chemical Engineering from Georgia Tech, a BBA from Emory University, and an honorary Doctor of Humane Letters from Luther Rice College and Seminary. She is also a bestselling author of Business Success Secrets.

Our History

Founded on March 13, 2023, AOE International emerged from a collective vision of community leaders, educators, and social advocates who recognized the urgent need to address the multifaceted challenges facing underserved communities. The nonprofit was established with the primary goal of empowering communities by tackling critical needs in education, food security, healthcare, workforce development, and housing

The idea for AOE International was conceived during a series of meetings held throughout 2022. These discussions ​highlighted the interconnected nature of social issues and the necessity for a holistic approach to community ​development. A core group of founding members, passionate about social change, formally registered the nonprofit ​in early 2023. These founding principles remain central to AOE International’s mission: promoting diversity, equity, ​and inclusion, and fostering a supportive environment where every individual is treated with respect and dignity.
Since its inception, AOE International has launched several successful pilot programs, including food drives and a ​community health initiative that serves over 100 families. The organization’s flagship initiatives, such as the Clean ​Energy Career Pathways Program and the WorkforceAdvantage program, will make significant strides in providing ​comprehensive training and support services to underserved populations, particularly focusing on Black, ​Indigenous, and People of Color (BIPOC).
Looking forward, AOE International aims to expand its services, increase partnerships with local organizations, and ​secure additional funding to scale its impact. The organization is committed to continuous improvement and ​innovation in its approach to community development. By developing collaboration and community-driven ​solutions, AOE International is dedicated to creating a brighter, more equitable future for all.

Program Manager

Dr. Rachel Dunbar

Dr. Rachel B. Dunbar is the founder and CEO of Redirect Consulting, Inc., ​an educational consulting firm that specializes in industry assessment ​and program restructuring to help clients achieve academic and ​professional success. She holds a Master’s degree in Curriculum and ​Instruction from Columbia University and a Doctorate in Early Childhood ​Education/Urban Education from Georgia State University. With over 20 ​years of experience in education both domestically and internationally, ​Dr. Dunbar is an expert in Diversity Education, Curriculum Design, Special ​Education, Educational Leadership, and Reading Development. Dr. Dunbar is a seasoned workshop facilitator and conference presenter, ​focusing on hands-on learning and addressing issues such as racism, ​diversity sensitivity, microaggressions, and team building. She ​emphasizes the importance of diversity in education and professional ​development and advocates for creating inclusive learning ​environments. In addition to her consulting experience, Dr. Dunbar has taught in elementary and middle school as well as at the collegiate level. She is an avid traveler and has visited all seven continents in the world.

Program Manager

Toria Wagner

Toria Wagner serves as the Program Manager for AOE International, Inc., where she brings over a decade of operational and project management expertise to her role as a compassionate leader and community advocate. A proud resident of Illinois, Toria has successfully implemented and led AOE’s statewide programming across Champaign, Peoria, Danville, Kankakee, Vienna and the Chicago Southland communities playing a critical role in empowering individuals and families through hands-on workforce development, food security, and reentry support initiatives.

Toria’s background spans leadership roles in transportation, safety, and nonprofit sectors, including her work as a Director of Risk Management and Senior Manager of Safety, Training, and Security. She holds a B.A. in Political Science from Northern Illinois University and numerous certifications from the U.S. Department of Transportation, FEMA, and Salesforce.
Known for her strategic thinking, empathy-driven program design, and results-oriented execution, Toria Wagner exemplifies AOE International’s mission to provide people with a fair chance at a better life by addressing foundational needs and creating pathways to economic mobility.

Program Manager

Philip Rei

Philip Rei serves as the Employer Placement and Outreach Manager for AOE International, Inc., where he leads strategic engagement across AOE’s programs to build community partnerships, expand workforce access, and place participants in meaningful employment opportunities. With over a decade of experience in talent acquisition, workforce development, and public outreach, Philip brings a results-driven and relationship-centered approach to advancing AOE’s mission.
In his role, Philip coordinates all aspects of community outreach, recruitment, and participant intake—serving as the first point of connection for individuals and institutions seeking to engage with AOE’s workforce programs. He fosters partnerships with schools, community-based organizations (CBOs), and local employers to create an ecosystem of support that connects underserved populations with training, resources, and career pathways.
Philip also leads employer engagement efforts, identifying workforce gaps and building customized pipelines from AOE’s job readiness programs to local industry needs. Through career fairs, stakeholder briefings, mentorship initiatives, and grassroots recruitment strategies, he ensures AOE programming remains responsive to both community aspirations and economic trends.
Fluent in Portuguese and Spanish, and deeply experienced in high-volume recruiting and cross-sector collaboration, Philip has supported diverse populations including youth, career-switchers, reentry individuals, and those facing employment barriers. His approach combines empathy, structure, and accountability—ensuring every touchpoint with AOE leaves people seen, supported, and prepared for success.
Through his leadership, AOE International has strengthened its presence in communities across the United States, helping hundreds of individuals gain the confidence, tools, and connections needed to build a better future.
Finance Manager

Jacqueline Keene

Jacqueline Keene serves as the Finance Manager for AOE International, Inc., where she oversees the financial integrity of the organization’s statewide programming and ensures full compliance with funding and regulatory requirements. With a background spanning commercial operations, workforce reporting, and financial leadership, Jacqueline brings both precision and strategic insight to AOE’s mission of community empowerment.
In her role, Jacqueline is responsible for managing all financial aspects of AOE’s grant-funded programs, including budgeting, forecasting, and financial performance tracking. She leads the development of monthly financial reports and prepares detailed Performance Progress Reports (PPRs)—ensuring AOE’s funders and stakeholders have accurate, timely, and transparent insights into program spending and outcomes.
Jacqueline collaborates closely with program leadership and reporting teams to align financial documentation with programmatic goals. Her work supports decision-making, highlights return on mission investment, and maintains compliance with grant requirements across federal, state, and private funders. From cash flow oversight to expense reconciliation, she builds financial systems that are both agile and accountable.
Drawing on over a decade of experience in finance, risk management, and workforce program operations—including roles in the USDA and commercial banking—Jacqueline ensures that AOE’s financial practices support long-term sustainability and impact. Her approach is rooted in operational excellence, compliance discipline, and a deep commitment to advancing AOE International’s vision: a world where underserved communities can access the resources they need to build thriving, resilient futures.
Reporting Manager

MaKayla Crumedy

MaKayla Crumedy serves as the Reporting Manager for AOE International, Inc., where she plays a critical role in transforming frontline program activity into measurable impact. As the architect behind AOE’s grant reporting and performance tracking systems, MaKayla ensures that the organization’s community-driven work is backed by data, accountability, and insight.
At the core of her responsibilities is data capture and compliance reporting for AOE’s statewide and national initiatives. She oversees the full reporting lifecycle—from designing data collection protocols that align with program goals, to preparing monthly reports, and compiling comprehensive Performance Progress Reports (PPRs) for funders and stakeholders. Her attention to detail and analytical rigor ensure that AOE meets all grant compliance requirements while communicating its mission-driven outcomes with clarity and credibility.
Working cross-functionally with program managers and community partners, MaKayla standardizes how data is gathered across diverse sites—including metrics on participation, service delivery, incentives distributed, and progress toward milestones. She integrates both qualitative narratives and quantitative evidence to highlight AOE’s achievements in areas like workforce development, food security, reentry support, youth engagement, and essential needs stabilization.
Through her leadership, AOE has not only streamlined internal reporting systems but also enhanced its ability to demonstrate results to funders, partners, and community members alike. MaKayla’s work ensures that every dollar spent and every life touched is accounted for—and that AOE’s mission is always backed by measurable progress and real-world change.
